The State Duma has approved the federal budget for 2009 and a planned
period of 2010-2011.
The 2009 budget envisages revenues at 10.927.1 billion roubles and expenditures at 9.024.7
billion roubles with a surplus of 1.9 billion roubles. “These funds are needed to create a
safety airbag due to an unstable financial situation in the world,” State Duma Speaker Boris
Gryzlov said.
The GDP volume in 2009 will amount to 51.475 billion roubles (106% growth against 2006). By
the first quarter of 2010

the presidential task to double the GDP rate will be fulfilled.
The forecast inflation rate will be 8.5% and the average annual rouble exchange rate for
dollar will make 24.7 roubles.
The federal budget approved by the State Duma will be put up for voting in the Federation
Council within five days.
