Two people were killed and 15 injured when an explosive device went off Thursday morning on a beach in Russia's Black Sea resort of Sochi, investigators said.

The device went off at 10.10 a.m. local time (6.10 a.m. GMT) on a beach crowded with tourists at the peak of the summer tourist season, killing a 31-year-old man and a 22-year-old Ukrainian woman.

One person was in intensive care, while seven others had been released after receiving outpatient treatment, she added.

Russian President Dmitry Medvedev has instructed his envoy to the southern federal district, Vladimir Ustinov, to assume personal control of the investigation.

The beach has been cordoned off while investigators work to establish the cause of the blast.

Sochi will be the host city of the 2014 Winter Olympics.
