Over the period from January to September 2004 Russia’s consolidated budget surplus rose by more than 50%
Over the period from January to September 2004 Russias consolidated budget surplus rose by more than 50% and reached 710.3 billion roubles ($1 equals 27.99 roubles). The Federal State Statistics Service (Rosstat) cited the figures in the report it circulated on Thursday.

Budget revenues reached an overall of 3 trillion 855.6 billion roubles, 3 trillion 188.8 billion of the sum being tax receipts and 294.8 billion - non-tax receipts. Consolidated budget spending was 3 trillion 145.3 billion roubles.

ual income tax receipts to 402.1 billion, VAT receipts - 768 billion roubles, while excise tax receipts reached 187.4 billion roubles.

Revenues derived from taxes on aggregate income and on property amounted to 36 billion and 111.4 billion respectively. Taxes on subsoil use; and foreign trade and foreign economic transactions brought 409.1 billion and 594.1 billion roubles respectively to the federal budget.

Over the period from January to September 2004, the consolidated federal budget was replenished by 2 trillion 156.7 billion roubles of tax and duty receipts, 138.4 billion roubles of regional payments, 41.1 billion roubles of local taxes and dues, and 36 billion roubles of tax payments liable to a special regime.

Two trillion 270.8 billion roubles, or 72.2% of overall budget expenditures, were spent on maintaining economic sectors and certain economic entities, on social and cultural activities, national defence, state governance and law enforcement activities over the January-September period in 2004. For the sake of comparison, in the same period last year 70.4% of federal budget funds were spend for the said purposes.
