Many community activists and media outlets are apprehensive of an upcoming privatisation revision
Many community activists and media outlets are apprehensive of an upcoming privatisation revision Many community activists and media outlets are apprehensive of an upcoming privatisation revision. The Accounting Chamber, Russias top auditing body, insists on property re-division, they allege.

The Accounting Chamber resolutely denies those points. In a commentary its press service placed on the official Chamber website today, complete with expert evaluations, the alarming news blatantly clash with the latest Chamber expert finds. "Our voluminous expert report has been made public. Read it attentively-and you will see there is nothing of the kind there," reassures the commentary.

On the contrary, the paper "reflects efforts to sum up the pri

vatisation of 1993-2003, and protect property relations in Russia so as to make them steady". Such efforts will make the Russian economy more attractive to tentative capital investors, stress Auditing Chamber PR.

However, recognition of privatisation legitimacy as a whole does not mean all dealers can expect to be amnestied in their absence, warn Chamber experts.

The Auditing Chamber deems it necessary to carry on detailed studies of ruling bodies practice as they implement privatisation laws. It is also a must to go on analysing particular transactions of 1993 into last year to see whether all deals were aboveboard. Collection of evidence and its proof will allow law courts to reinstate the government as legal proprietor in its rights, says the commentary.

Privatisation is indispensable among pivotal developments to form the Russian community. The Auditing Chamber has never doubted its essential importance. Its expertise is not a retrospect. On the contrary, it is future-oriented the document goes on.

As they delved into the ten privatisation years, Auditing Chamber experts have come up with practical advice how to streamline and buttress the legal and institutional bases of privatisation. They hope their recommendations will, further on, help to clean privatisation of a greater part of its dire economic and social results.

"The alarm has been sounded about the fate of new Russian proprietors. These apprehensions, however, have nothing in common with the actual work the Chamber has done," the commentary sums up the matter.
