Half of Russia’s upper house members of pro-Kremlin party

Twenty-three Federation Council members joined the pro-Kremlin United Russia party on Thursday, giving United Russia control of exactly half of the seats in the upper house, which is equivalent to a plenary session quorum.

Eighty-nine Federation Council members are now in United Russia.
