The State Duma turned down a bill that would restrict parliamentary immunity after discussing it in the first reading on Wednesday.
The authors of this legislative initiative, which was submitted to the Duma back in October 2001, are independent deputy Viktor Pokhmelkin and then members of the Union of Right Forces parliamentary group.
Reasoning the need to restrict parliamentary immunity at a Wednesday Duma session, Pokhmelkin said Article 98 of the Russian Constitution guarantees parliamentarians immunity from proced | Ads |  | ural enforcement measures like arrest, detention, or search.
