Representatives of the Russian Academy of Sciences and members of the trade union of the academy will take part in the discussion of all documents on the science reform, Minister of Education and Science Andrei Fursenko and chairman of the trade union council of the Russian Academy of Sciences Valery Sobolev decided at a meeting on Friday.
“Scientists will obligatorily participate in the discussion and preparation of strategic standard acts on the development of science and innovation processes and mechanisms of the scientific and technical sector reform,” Fursenko told Itar-Tass.
“Many ideas and proposals that we put forth in some or other documents are offered by the Russian Academy of Sciences. On the whole these are draft laws on the science reform that are worked out jointly with representatives of the academy,” he emphasized. “We have one common goal with the academy – to make science more effective and competitive,” the minister pointed out.
On Thursday scientists and officials signed the concept of Russia’s involvement in property management of state scientific organisations that was earlier denounced by the scientific community and the trade union. A working group that was set up especially for changing this document involving scientists, representatives of the ministry and the Russian council of rectors took into account wishes and supplements of scientists and excluded the provision on reducing the number of institutes by 2008.
A special group of the academy will work out a plan of concrete measures on its property management according to the common principles of the concept, a source in the Russian Academy of Sciences remarked.
